Opinion: The meeting with a foreign leader the Biden presidency desperately needs

President George H.W. Bush was convinced Israeli Prime Minister Yitzhak Shamir had lied to him about settlements during their first meeting. President Bill Clinton was so exasperated with Benjamin Netanyahu that he shouted to aides: "Who's the f**king superpower here?" when their first meeting concluded.
